Freedom of speech for everyone or just the squeaky wheel?

Not literally a squeaky wheel for those of you who do not understand a metaphor. I mean the whiners. Of course everyone should have their freedom to speech, but once someone starts to complain about something, it seems like everyone must cator to them and are not allowed to voice their opinions because it is covered over all the complaining. Does that make any sense to you? If so, Is freedom of speech really given to everyone or just the ones who can whine the loudest?
