My horn will not work on my Honda Civic 2007?

i think they disabled the horn so the alarm could not be heard. the horn has an orange wire, there is a fuse box under the hood and its the # 12 FUSE 15AMP FUSE. CHECK THE FUSE FIRST, THEN CHECK WIRES. THE LOCATION OF THE FUSE WILL BE LOCATED ON THE LID OF THE FUSEBOX.
